  1. In a medium bowl, combine the sliced beef, soy sauce, oyster sauce, and cornstarch. Toss to coat and let marinate for 10 minutes.
  2. Heat 1 tablespoon of vegetable oil in a large skillet or wok over medium-high heat. Add the marinated beef and stir-fry for about 3-4 minutes until browned. Remove from the pan and set aside.
  3. In the same pan, add the remaining tablespoon of oil. Add the garlic and ginger, and sauté for about 30 seconds until fragrant.
  4. Add the bell pepper, broccoli, and snap peas to the pan. Stir-fry for 4-5 minutes until the vegetables are tender-crisp.
  5. Return the beef to the pan, stir in the chopped green onions, and season with salt and pepper. Cook for an additional 1-2 minutes to heat through.
  6. Serve immediately over cooked rice or noodles.
