  1. In a bowl, combine the sliced beef, soy sauce, oyster sauce, and cornstarch. Mix well and let it marinate for about 10 minutes.
  2. Heat 1 tablespoon of vegetable oil in a large skillet or wok over medium-high heat.
  3. Add the marinated beef to the skillet in a single layer. Cook for about 2-3 minutes until browned, then remove from the skillet and set aside.
  4. In the same skillet, add the remaining tablespoon of oil. Stir in the garlic and ginger, sautéing for about 30 seconds until fragrant.
  5. Add the bell pepper, broccoli, and carrot to the skillet. Stir-fry for 3-4 minutes until the vegetables are tender but still crisp.
  6. Return the cooked beef to the skillet and stir to combine with the vegetables. Cook for an additional 1-2 minutes, seasoning with salt and pepper to taste.
  7. Remove from heat, sprinkle with chopped green onions, and serve hot over cooked rice or noodles.
