  1. In a large bowl, combine the soy sauce, vinegar, minced garlic, and brown sugar. Add the chicken thighs and marinate for at least 30 minutes, preferably overnight in the refrigerator.
  2. Heat vegetable oil in a large skillet or pot over medium heat. Remove the chicken from the marinade, reserving the marinade for later use. Sear the chicken until golden brown on all sides, about 5-7 minutes.
  3. Add sliced onion to the skillet and sauté until translucent, about 3 minutes.
  4. Pour the reserved marinade into the skillet along with the water, bay leaves, and black peppercorns. Bring to a gentle boil.
  5. Reduce the heat to low, cover, and let simmer for 30-40 minutes, or until the chicken is tender and fully cooked.
  6. Once cooked, taste and adjust seasonings with salt if necessary. For a thicker sauce, remove the lid and let it reduce for an additional 5-10 minutes.
  7. Serve hot, garnished with chopped green onions, over steamed rice.
