  1. In a large skillet, heat olive oil over medium heat. Add diced onion and sauté until translucent, about 3-4 minutes.
  2. Stir in minced garlic and cook for an additional 1 minute until fragrant.
  3. Add the penne pasta, diced tomatoes, vegetable broth, Italian seasoning, and red pepper flakes. Bring to a boil.
  4. Reduce heat to a simmer, cover, and cook for 10-12 minutes, stirring occasionally, until the pasta is al dente and most of the liquid has absorbed.
  5. Stir in chopped spinach and halved cherry tomatoes. Cook for 2-3 minutes until the spinach wilts.
  6. Remove from heat and stir in heavy cream and Parmesan cheese. Season with salt and pepper to taste.
  7. Garnish with fresh basil before serving.
