  2. Cut the tops off the bell peppers and remove the seeds and membranes. Place them upright in a baking dish.
  3. In a large bowl, combine the cooked quinoa, black beans, corn, diced tomatoes, cumin, chili powder, garlic powder, salt, and pepper. Mix well.
  4. Spoon the quinoa mixture into each bell pepper until they are filled to the top.
  5. If using, sprinkle shredded low-fat cheese on top of the stuffed peppers.
  6. Cover the baking dish with aluminum foil and bake for 25 minutes. Then, remove the foil and bake for an additional 10 minutes until the peppers are tender.
  7. Let cool for a few minutes, garnish with fresh cilantro, and serve warm.
